WebDAV server is actually set up on a port other than 80. But there doesn't appear to be a way to configure WebDAV to use a specific port.

Entering a target site URL like:
   http://mydavsite.somedomain.com:8080/
results in an Eclipse error
   Error communicating with DAV server: 403 Forbidden

Setting up the WebDAV server to service port 80, and entering the same target site URL sans port designation:
   http://mydavsite.somedomain.com/
connects fine.
