We will look for ways to improve the current launching experience. This may include efforts such as using SWT to build the splash screen, improving the look and utility of the workspace launcher, supporting "fast switching" between workspaces, and simplifying the experience for first-time users.

In case you were wondering about the bugs this now depends on, I am using the bug dependency mechanism to link to some related bugs or feature requests.  This does not mean that all of these will be addressed as part of the work on this plan item.
