Steps to Reproduce:
1.Create a symptom catalog
2.Put cursor on top of the labels associated with each field, such as name,
version and so on.  No tooltips will be shown

Some of the downstream products such as that from IBM provide tooltips in their editor extensions.  This make the editor look inconsistent because no tooltips are provided for the fields coming from TPTP.

Changing target to i3 as time is not permitting it to be fixed for i2 and it is not affecting functionality.

Additional resource can be applied to this defect if necessary. Raising priority to indicate it is planned for 4.4.
