One thing user assistance is currently missing is the ability to welcome or guide the user after an update where the user installed new functionality. The welcome content may be available but it is not presented to the user; the user has to explicitly request it via Help -> Welcome and sift through the items to find it.

An approach would be to track changes to welcome contributions, something like this:

1. When seeing Welcome for the first time, store some small amount of information about the number of Welcome contributions.
2. On each subsequent startup (piggybacking on the automated update check), quickly compare the number of Welcome extensions to the stored number. If the new number is greater than the stored number, open Welcome again.
3. If the new Universal Welcome is used, take advantage of extension importance levels to highlight the new entries in pages. In addition, switch to the first page that has new entries.
