With mbstring extension, we can set internal_encoding and http_output encoding. For example, euc-jp as internal and sjis as output.
Debug Transfer Encoding seems to be applied to both of them.
The case of above,
If I set euc-jp as D.T.E., I can see correct characters in Variables View but incorrect characters in Debug Output View.
If I set sjis as D.T.E., I can see correct characters in Debug Output View but incorrect characters in Variables View.

Implemented.
Added a new combo under PHP | Debug perferences page for selecting the debug 
output encoding. 
For now, I move this issue to RESOLVED, although minor changes might be applied 
within the next few days.
