There are different tools presented when trying to refactor->move top-level interface and sub-interface. The former can only be moved to another package and the latter can only be moved to another class. While it's possible to refactor sub-interface to top-level interface in another package by converting it to top-level interface first it's not possible at all to refactor top-level interface to sub-interface.

I suggest to add a refactoring to move interface (or class for that matter) to a sub-interface/sub-class of another interface/class.

..and yet another tool is presented when trying to move concrete sub-class.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet. As such, we're closing this bug.
