When you compare and get an editor, the "ignore whitespace" switch is a toolbar 
buttons.  These are not accessible.

Compare adds these buttons to the toolbar. I suppose that they should be in a 
menu as well.

Note that this does not prevent section 508 compliance as the button is still 
accessible using the tabs

I think this is sufficient and we can close.  I didn't know at the time that 
tab was enough.
