As per Nick's suggestion to the JDT UI in Bug 7638, the tooltip text on our
toggle buttons ("Show/hide qualified names," "Show/hide static fields," etc.)
should be static. Dynamic tooltips on a toggle button are a GUI blooper.

The text for qualified names should always be "Show qualified names." When the
button is pressed in, that means that "Show qualified names" is on. When the
button is pulled out, that means the "Show qualified names" is off.
