Support was added in 3.2 to allow project content locations to overlap on disk (bug 44967).  Unfortunately the new project wizard incorrectly disallows this.  The two places where this check occurs are:

WizardNewProjectCreationPage.validatePage
WizardNewProjectNameAndLocationPage.validatePage
