Eclipse 3.2rc7
cvs-server 1.11.1p1-3 

i have a very small testproject (2 files).
if i delete one file outside of eclipse
make a workspace refresh in eclipse (the file is not visible any more in the package explorer)
make a team > synchronize on the project 
the expected behaviour would be to get an outgoing change (file removed)

but each second time (i do cvs updates outside of eclipse and project refreshes ...) the synchronize view shows no outgoing change!

Soryy but I'm not quite sure what you mean in your last sentence. If I delete a file outside of Eclipse, refresh and then sync, thew file shows up as an outgoing deletion. Are you saying that, if you do something else (update?) that the next file you delete doesn't show up? Could you provide an exact set if steps to follow in order to reprodice the problem?

sorry ... the steps where not quite clear ...
- fresh import from cvs into the workspace (simple project with 2 files)
- shell at the projects location on the disk
- del file1.txt
- eclipse refresh project
- team > synchronize in project explorer (sync perspective shows up)
- one outgoing change
- override and update (get the file back)
- del file1.txt again (in shell)
- eclipse refresh project
- team > synchronize in project explorer (sync perspective shows up)
- no outgoing change 

actually i tried this szenario on 2 computers with different versions of eclipse. sometimes the error showed up sometimes not. so im not quite sure what causes the real problem ... but i got this in on different machines with different 3.2 builds (always m oder rcs) and with different workspaces.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.

If you have further information on the current state of the bug, please add it. The information can be, for example, that the problem still occurs, that you still want the feature, that more information is needed, or that the bug is (for whatever reason) no longer relevant.
