In org.eclipse.gef.doc.isv's toc.xml, there is:

   <topic label="Legal" href="notices.html"/>

However there is no notices.html in the built plugin. Perhaps you forgot to add it  to the build.properties?

The help indexer was unable to find the document for indexing, which causes warnings in the log.

The problem does not exist in GEF 3.3 M5
