I've added the following file to several projects and committed the change into svn.  Now when colleagues get this change eclipse apparently reads the settings and and needlessly rewrites them back to disk with a new date.  The settings file is now marked as modified in svn and if its committed back then all colleagues will presumably suffer the same problem all over again ad infinitum.

The net result is all my colleagues and I will have to each manage and synchronize the per project settings outside of our SCM which seems like a massive waste of time to me.
