Migrate from CLASSPATH_ORG_APACHE_JAKARTA_COMMONS_LOGGING to CLASSPATH_ORG_APACHE_COMMONS_LOGGING in Agent Controller config file.

Based on the fix for https://bugs.eclipse.org/bugs/show_bug.cgi?id=143320, a new Agent Controller environment variable has been introduced (CLASSPATH_ORG_APACHE_COMMONS_LOGGING) to replace CLASSPATH_ORG_APACHE_JAKARTA_COMMONS_LOGGING.  Although the new environment variable is backward compatible, the reference in <Agent Controller install direcotry>\plugins\org.eclipse.hyades.logging.parsers_4.2.0.v200605250100\config\pluginconfig.xml should be updated for consistency.
