This is part II of bug 126583

TPTP-WTP integration requires WTP to create API , and bug 126594 addressed a number of them but the followings are still required in WTP's upcoming release.

1. API IServer.getLaunchConfiguration (bug 142102)
2. Extension on org.eclipse.jst.server.core.serverProfilers to support Environment Variables. (bug 142100)

retarget from 4.3 to 4.4. Cannot be contained in 4.3 due to resource limtation.
