With the menu changes, and the removal of the numbered perspective items, we 
need another way of switching between perspectives.
We should add a perspective switcher, similar to the editor and view switchers 
(Ctrl+F8?)
It should show just the open ones in MRU order.

Note: MRU order for perspective switching is supported by the usability studies.
