I disable all builders, removing "Build Automatically" option, but the new
added PHP elements are still appears in the outline views (such as Project
outline / PHP Explorer).

Note: The problem applies to the "Incremental PHP Project Builder"

There is no sence in disabling the PHP Builder - disabling it will cause the 
contentassist, outlines and all other features dealing with the php code 
knowlage not to work.
On the other hand a builder is automatically added to the builders page and we 
cant remove it.

If it's possible to disable it, it should be disabled by all means

not a bug - eclipse building is this way - read Guy's input
