web-api for remindertool

Adds new php classes and web-api files in order to make remindertool (nagging tool) use web-api instead of the database.

New class created project-leaders.class.php, gets the leader(s) of a project given its key.

The whole dashboard wasn't moved, only the cron jobs were moved to dash. I believe user directories are disabled on dash so we would need to get those enabled before we could test the dashboard on this box.
