It seems pretty hard (at least fr me) to implement the notification of a CDROM
inserted.
By looking at the windows side of the world, it seems
registerDeviceNotification() seems to do the job, but the callback is done in
either a Window Handle (thus, need to create a root window) or in a service(thus
need to create a windows service) and the latest doesn't seem to work for 98/me
