I installed an archived update site (the www.polarion.org subversive M10 plugin) using the update manager. When Eclipse starts to install it shows both the "Update manager operation in progress" dialog PLUS the "Feature Verification" dialog.
The update manager waits for either install or install all to be pressed on the verification dialog but this dialog does not react to buttonpresses; the only dialog which reacts is the "progress" dialog (see the attached image). The only way to get the operation to proceed is to press "Run in background" on the progress dialog; after that you can accept the verification.

I saw very similar behavior. It seems not to be update issue but we will keep on investigating until we narrow it down.
