The animated error messages (e.g. in wizards) cannot be disabled in the preference page of the UI appearnece: Window > Preferences > General >
> Appearance > Enable Animations

Mike, the UI tests are done in org.eclipse.ui.tests if you're wanting to supply a test.

Fixed in HEAD
