Not sure if this is a subversion related bug or eclipse related but I have observed this in subversive (polarion subversion plugin) and subclipse (tigris subversion plugin) and assume this is team related. 
When I have a project which is associated with a subversion repository the team context menu is empty when I click on the project. If I select any resource below the project root the team context menu shows up normal.

Platform is Eclipse 3.2M6 on Windows XP Pro using JSE1.5. 

Plugins work without problems in Eclipse 3.1.2.
