To reproduce (on Windows XP)

Install the forms example org.eclipse.ui.forms.article
From the control panel open Accessibility Options and in the Display tab check "Use high contrast".

Launch Eclipse.
Open the "Eclipse Forms Article Example" view
Note that the title is in a color which has very little contrast with the background.

I did not see this using I20070821-0800. I believe it was fixed in Eclipse 3.3.
