Integration build 0409.  Happens on both windows and motif, though is uglier on 
motif.  To reproduce:

- Workbench -> Preferences
- go to page Team -> Ignored Resources
- if on Windows then this will look ok, if on Motif then only 3/5 of sentences 
at top will be showing
- go to page Team -> CVS -> Decorators page, to make the dialog grow
- go back to the Team -> Ignored Resources page, now has big gap between top 
sentences and table
