This is open as a follow-up to bug 127726.
One problem we generally have is that when a plug-in that is in the target also belongs the set of plug-ins to be compiled, because the state ends up resolving one of the plug-in, the plug-in to compile may end up not being picked, which means that it won't be recompiled.

There are two possible directions to solve this problem:
- make sure that the state favor compiled plug-ins over binary ones on addition
- specify the ordering in which the bundles are added to the state and defining the override policy.
