We have a org.eclipse.jdt.ui.prefs under version control and find that it keeps getting checked out and causing merge conflicts all the time. When I diff the file to see what has changed it is only the date comment at the top.

moving to platform. I think the reson is bug 135595.

There are currently no plans to work on this however I would be happy to look over a contribution
