When using the CVS Repository Exploring Perspective there seems to be a difference between the options that are enabled in the CVS menu and the popup menu. If I R-click on an item in the repository, the popup menu provides options such as "Tag as Version...", "Show Annotation", and "Show Resource History", however, when looking at the options in the CVS menu, the only option that seems to be enabled is "Show Annotation". All the other options are greyed-out.

Most of the items in the global menu inspect the selection for local resources and the repo view contains remote resources so the actions are not being enabled. I agree that this is not ideal but, given that we are near the end of the release and this has probably been this way since 3.0 (i.e. not a regression), we will defer it to 3.3.

We do not plan to address this in 3.3.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.

If you have further information on the current state of the bug, please add it. The information can be, for example, that the problem still occurs, that you still want the feature, that more information is needed, or that the bug is (for whatever reason) no longer relevant.
