If Eclipse is open and the Help Content window is open in an external browser, should the opening of a dialog lock both the main eclipse window and the help window?

For Example: If one is using the help window to get information about aspects of the preferences dialog, the dialog needs to be closed before the user can switch to the next page in the help window.
