Found in I20060214-0010.

Open a new workspace, close the welcome.
Click the Persptective Switcher button and Select 'Debug' (Debug perspective opens)
Right-click on Debug in the Perspective Switcher and select 'Reset'

Poof! it's gone...and you can't get it back (i.e. switching back and forth between perspectives, opening new perspectives or re-locating the bar won't cause it to reappear.
