- jobs that finish with an error status trigger a dialog, this interrupts the user
  -> in some cases there is a decoration on the progress item in the status bar, this could always be used

- the progress item in the status bar does not always open the progress view, leading to unexpected behaviour
  -> could always open the progress view and open a specific view that shows the error only when clicking on the failed job in the progress view

- the progress item in the status bar is not always shown, hampering access to the progress view
  -> could always be displayed and indicate running user jobs by animation

- system jobs that finished with an error are not shown in the progress view, errors are not accessible
  -> could reveal failed system jobs in the progress view

- the progress view's menu-entry 'Preferences...' opens a tiny dialog with preferences, which is non-standard
  -> could open a preference page with the corresponding preferences

This is up to the implementor of the job

Is this still an issue in 3.3?

Progress area is where you get the view from not the affordance

system jobs that finished with an error are not shown in the progress view,
errors are not accessible

System jobs are not shown by design
