The Debug Configurations... and Run Configurations... actions are only 
available off of the toolbar dropdown.  They should also be on the Debug menu, 
since the toolbar buttons are awkward to get at for those who cannot use a 
mouse.

In general, anything that appears on the toolbar dropdown should also be 
available on the Debug menu.

Darin, this is an easy fix, but didn't we decide to hold off on doing this until we decommitted the 
old launchers, since otherwise we've got 'mixed modes' on the Debug menu?
