This spawned from a discussion in bug #120237.
Need access to the image shown for the content assist cue in the workbench.

Two issues here:  the API access to the image and availability of the entire decoration for use by clients.  This addresses the first, which is availability of the image from ISharedImages.  The rest will be dealt with in conjunction with bug #124520.

Since the content proposal interface is 'IContentProposal' I'd suggest to name the image constant 'IMG_DEC_CONTENT_PROPOSAL' instead of 'IMG_DEC_CONTENTPROPOSAL'.

verified in 20060214-0800 through source inspection and by seeing the content assist cue in the find/replace patch from bug #120237.
