ScopedPreferenceStore should listen for changes in all search contexts and not only in store context.
For example, the search contexts are ProjectScope, InstanceScope and [DefaultScope], where the ProjectScope is the store context. If a preference in instance scope is changed, and this preference is not in project scope (so the search context would matches this preference in instance scope), a property change event should be fired.

There are currently no plans to work on this however I would be happy to look over a contribution
