If the user selects Workbench > Prefrerences
Workbench .. Appearance and changes the values of The Editors/View
Menu boxes, and applies the change, the change is persistent, but
if they then select "Apply Default" the change is not persisted 
when the window is brought up again.  It takes a mouse action to
select the item to make the value change.

Test Case:
1) Goto Workbench > Preferences .. Workbench .. Appearance
2) Default is Editors = Top; Views = Bottom
   Change to Editors = Bottom; Views = Top
3) Click Apply and OK
4) Goto Workbench > Preferences .. Workbench .. Appearance
5) Click Restore Defailts and OK
6) Goto Workbench > Preferences .. Workbench .. Appearance

Notice that the values do not match the default, but match the last
change.

I'm still seeing this in the current Eclipse 2.0 release.

The menu option is now Window->Preferences.

If the setting is "Bottom" and you hit "Restore Defaults", it switches to "Top",
then hit OK.  When you go back into the Preferences, the setting is back to
"Bottom".
