- Got to Window -> Preferences -> Plug-in Development -> Target Platform 
- Resize the preferences dialog and make it smaller (height and width)
- Now take the splitter and drag it to the left to make the tree smaller

=> The whole dialog window is resized.

Another example that shows a different behavior:

- Got to Preferences -> Java -> Editor -> Content Assist
- Resize the preferences dialog to make it wider
- Take the splitter and drag it a little bit right (step by step)

=> The dialog isn't reasized until the minimum width for the preference page seems to be reached.

- Now start dragging the splitte to the left

=> The dialog starts shrinking

This is so that the dialog contents are still readable.
