I can create a test case if requested, but I think this problem is so common
that it might not be necessary.

In the compare viewer in the synchronize view, the "Select Next Change" (and
select previous) often doesn't go to the next change. Instead, it selects
sub-changes within a change.

From the users point of view, a "change" is represented by a highlighted (black,
blue, or red) area. Selecting the next change, should always jump to the next
change in this context. It is very time consuming (and frustrating) to have to
hit "Select Next Change" N times (where N is proportional to the size of the
selected change) to *really* get to the next change.

Use the global actions 'Next' and 'Previous' to go to the next change directly.
