Steps:
1. Open a plugin.xml file (it opens in the Plugin Manifest editor)
2. Go to the Dependencies page
3. Set focus on the "Find:" combo box under the heading Dependency Status
4. Press Tab or Ctrl+Tab

You can't tab out of the combo box except by backwards-tabbing with Shift+Tab.

This looks like a custom combo box behaviour. 

Moving to SWT for comments. The question is:

Why is custom combo box (CCombo) trapping keyboard when the focus enters the 
text field part of the custom control?

PR was moved to SWT, but owner was not updated, so I did not see it. VI to fix.

Fixed for M6 20020418-I

The CCOmbo code expected that Tab would be used for default selection.  I 
checked and Combo does not use Tab for default selection so I am not sure why 
CCombo did but this has been removed and traversal now occurs on Tab/Ctrl Tab.
