The Debug Preference Page needs a group box around the two radio buttons at the 
top so that assistvie technologies can read it. Also the buttons are second in 
the tab grouping but first in the list. This should be avoided.

What are the guidelines for group boxes...for a long time we were told that 
group boxes where to be avoided as they did not fit with the "style" of eclipse.
Only for radio buttons?  Are other groupings acceptable?

Group boxes should be used whenever more than one widget requires grouping 
together within the page. See page 189 on the Windows User Experience book.

Are there any plans for the JFace RadioButtonFieldEditor to have the option to 
create the Group instead of just the label?

Radio groups are better, in my opinion, since they more clearly group related 
radio buttons, and they're more accessible.
Should probably run this by the usability team though, since we don't want to 
needlessly sacrifice general usability for accessibility.

I've added support to RadioGroupFieldEditor to use a Group if desired.
There's a new constructor which takes a useGroup flag.
The default is false for backwards compatibility.
I felt that it was better not to get it for free, since it may cause existing 
preference pages to look funny if they don't use groups consistently.

Verified in Debug & Java Debug preference pages, but to be consistent, shouldn't there also be a 
group around the three 'filter' checkboxes on the Java step filter preference page?

Apparently, the 3 step filter prefs don't need a group box.
