Running eclipse with -dir rtl option.  I20051101
*Run eclipse.  Open Problems view, select hierarchy option.  Make sure default 
filters are being used (show warnings).
*Load some projects (I have the UI projects from HEAD plus some other projects)
*Make sure the tree in the Problems view has all nodes collapsed.
*Shut down eclipse, start it up again
 Notice the tree is in the correct state, all collapsed.
*Shut down and start up eclipse again.
BUG:
after startup, intializing, build etc is done, the tree in teh problems view is 
completely expanded.

We are expanding by default and should remember on restart

Note the same thing happens (expansion) when you change the filters.  I 
selected Filters>Default (to not show the default filters).  Then the list is 
empty.  Then I select Filters>Default to show the default filters again and the 
list is expanded.  I suspect this is problem is in related code to the original 
problem.
