Enhance the existing Help System functionality in several ways, including support for navigation bread 
crumbs, support for remote installation of Help documentation, documentation index, more extensible 
dynamic help view, and various other enhancements.

Although bread crumbs have not been implemented at this time, enough enhancements have been added to resolve this plan item:

- Keyword index support
- Support for pluggable search participants
- New interfaces to better handle non-standard federated search engine types
- Search result summary shown in the Help web app help results
- Multi-product category-based mechanism for controlling help book order
- Help tray support in Eclipse dialogs
- Help button in Eclipse dialogs
