The runtime should optionally support "sticky" tools whereby if the Ctrl key is 
held down when selecting a tool, it will allow for multiple uses until another 
tool selected or "Esc" is pressed.

I wonder about what tools and multiple uses and which optionalities  (and in what contexts)  u r talking here about?

[GMF Restructure] Bug 319140 : product GMF and component Runtime Diagram was the original product and component for this bug
