Some rules need to provide the user with the ability to set configuration 
parameters.  For example in a rule that states "No more than 4 nested if's are 
allowed", the value "4" should be configurable.

The API has been extended to support custom rule parameters.  Additionally rule templating support has been added as an extension to this feature.
