All of the Doc test suites need to run two test cases: 
   1. Technical Review 
   2. Step through
The only thing that differs in each test suite is the name of the topics that
the test suite covers, e.g. JUnit test vs. Profiling. 

Rather than create the same text in multiple test suites, I created a test case
in one test suite and the other test suites referred to this 'template' test
suite. However, it would be nice if the implementation test suite had a link to
the template test suite. That is, instead of navigating through the tree to find
the template, the test case itself could link, similar to the "invocation" on
the "Behavior" page. I don't want to add an invocation to the template test
suite because it's not complete; only when the implementation test suite fills
in the topic name can the test case be run.

Hi Ruth,

This can be done today by adding an invocation to the test suite to 
your 'template' test case.  The only missing piece is identifying the name of 
the topics that the test suite covers, e.g. JUnit test vs. Profiling.  I have 
added a note to defect #74841 to expose the description of the manual test 
invocation in the Manual Test View.   The description of the manual test 
invocation is different than the description of the test.
