I have added step filters for java.util.ArrayList and other collection classes,
yet F5 continues to step into those method.

And you have the "use step filters" toggle turned on? (on the debug toolbar).

Of course not! :-P
I just opened step filtering preferences and clicked on the "Enable All" 
button. Strangely enough that doesn't enable them, since there is global 
enablement toggle sitting somewhere else.

I would suggest displaying the global "enablement" toggle in the preference 
page. And, when step filtering is globally disabled, the preference page 
controls should turn gray (disabled).
