I would like to see an "expert mode" for the collapsed state of the
flyout-palette. the current UI is intuitive for the beginning user, but
inefficient in its usage of screen real-estate for the power-user.

on further consideration of the responses from the GEF team in the thread on the
GEF newsgroup, i think the most useful implementation would be as follows.

a) the default would be the current UI.
b) there would be an API to enable "expert-mode". if the application does not
enable the mode, the current UI will remain the only UI.
c) if the mode is enabled, there will be a UI, possibly as a property of the
palette, that can be used to switch to minimum screen presence (and back).
d) when minimum screen presence is enabled, there will be a very thin line (or
other minimal UI) to indicate the edge where the palette will manifest.
e) there will be two actions "ShowPaletteAction" and "CollapsePaletteAction" (or
equivalent) which will cause the palette to flyout and collapse respectively
f) the actual UI that calls these actions can be determined by the application
itself.

i believe this design should satisfy the requirements of current and future
users of the flyout palette.

LATER and REMIND resolutions will be going away with the upgrade of Bugzilla to the latest Bugzilla 3.4.  They are no longer part of the default Bugzilla installation. See http://dev.eclipse.org/mhonarc/lists/eclipse.org-committers/msg00778.html for the announcement.

As a result 
RESOLVED + REMIND OR LATER 
will be changed to
RESOLVED + WONTFIX

This unfortunately also means I need to REOPEN and then RESOLVE as WONTFIX
