Add an option in the Console View's menu to display and monitor the contents of 
a file, like you can do in unix with the "tail -<# of lines>f <filename>" 
command (where <# of lines> is the line limit set in preferences).

To make this feature even more useful, allow the user to drag a file from the 
navigator/package explorer to the console view to start tailing.

All of the normal console view functionality would apply.

As of now 'LATER' and 'REMIND' resolutions are no longer supported.
