if you have a JSP file w/ xml content type: <%@page contentType="text/xml charset=UTF-8"%> then change content type to html on the fly: <%@page contentType="text/html charset=UTF-8"%> the proposals are uppercase (not honoring the case preference?) If you save then close/reopen the file, the proposals are now lowercase (honoring the case preference now?)
