org.eclipse.draw2d.doc.isv and org.eclipse.gef.doc.isv plugins should be JAR'd.

It works now.

I've updated the build.xml scripts in the two doc.isv plugins so that it 
doesn't create the doc.zip file anymore.

I've added a feature.xml to org.eclipse.gef-
feature/org.eclipse.gef/sourceTemplateFeature (which is otherwise generated), 
that doesn't unpack the doc.isv plugins.  This is a temporary workaround for 
bug 107372 and should be removed when that bug is fixed.  I'm leaving this bug 
open as a reminder.

Reopening since Bug 107372 has been fixed.  Will remove the unnecessary feature.xml and close this bug when I verify that this works as expected.

Current builds have doc.isv as a jar file.
