I just tried to use Working sets to filter out a set of plugins I wanted to work
with.  Strangely, on eclipe 3.1, the result of selecting any number of plugins
is that the Package Explorer shows no results, its completely empty.  Ive tried
filter, nothing.  Other Working sets (Java projects for features and
update-sites) work fine.

This has been shown to happen on 3 installations (inc one linux) so is not
seemingly a one-off.  The Contents of the working set can be reviewed and do
contain the resources originally selected, they just dont get shown.  Changing
filters does nothing.
