org.eclipse.pde.runtime contains the Error Log view that is not only important 
for PDE users but also for normal customers. It is extremely helpful in 
finding problems for "normal" customers. (When users call the hotline it's 
much harder to explain where to find the error log and telling them how to 
open it using an external editor).

Although, it does not depend on any other PDE or JDT plugin, it is not 
possible to ship the plugin without PDE and JDT, because it is part of the PDE 
feature which requires JDT.

I think it should be an independent feature.

I think one important rule of assembling feature should be:
- which sets of plugins are useful in itself
- which other (external) plugins does a feature depend on
