I'm developing a multithreaded app and I nearly always want my breakpoints to
suspend the JVM, not just the thread. So now whenever I make a new breakpoint I
have to change its "Suspend Policy" to "Suspend JVM".

This request is to provide a global property for setting the default value of
"Suspend Policy" to be applied to new breakpoints. It seems to me that
Preferences->Run/Debug would be a good place for it, since that screen has other
breakpoint stuff on it, but I don't feel strongly about where it should go.
